The commonly-used methodologies for raw material criticality assessments produce lists based on economic parameters. However, they do not provide qualitative guidance or recommendations as to how to reduce criticality. Paradoxically, publishing these lists impacts the system in a way that can make critical resources become even more critical, because markets may react by increasing prices for critical raw materials, and conflict for these resources may increase. We propose a complementary methodology, System Dynamics Modelling, which provides better guidance for policy makers because of its insights into the driving forces behind the criticality of raw materials. Also, this methodology allows us to take into account the biophysical limits and the social dynamics which underpin the system, and thus enables us to understand the context in which raw materials become critical. The clarification of the drivers of criticality of raw materials, provided by our research method, can enhance the recommendations and guidance for policy- and decision-makers to respond to warning signals in their management. The applicability of our approach is illustrated by two case studies, on phosphorus and indium. We conclude that the externalities (social and environmental) of raw material extraction, both for production and consumption, should be considered by policy makers in order to account for the true cost of critical raw materials. Contribution/ Originality
This study contributes in the existing literature on critical raw materials. It uses logical methodology – system dynamics (CLD) – to understand social and economic drivers for phosphore and Indium. This methodology could be helpful for the economists who work on Economy of natural resources or Economy of Environment. Public-Private Partnership as a Strategy for E-Governance Funding in Africa: The Gains and the Pains
Research Article
Author(s):
Journal: International Journal of Public Policy and Administration Research
African countries have joined other continents across the globe to embrace e-governance as a strategy to provide with ease public services to her citizens. The quest for e-governance stems from the fact that the traditional means of providing public services have not yielded the utmost results needed. Thus, the earnest desires to use electronic means to provide public services for Africans. Making available these services effectively using ICTs demands the existence of some critical success factors. One of these factors to successfully accomplish the goals of e-governance projects is funding. However, e-governance projects are highly capital intensive and hence, often knotty for governments to foot the expenditures through the normal annual operating expenditure (budget). Financing e-governance using the normal annual budgetary approach rarely guarantees solid funding. In view of the global financial and economic crisis facing many countries which have actually affected their budget execution, most government the world over have resorted to financing e-governance using several alternatives such as public private partnership (PPP). Although, no robust statistical analysis was done as the article relied qualitative approach with emphasis on archival analysis of relevant literature on the subject matter and inferences drawn from it. This paper infers from the documentary analysis that PPP has numerous potential gains to cushion the effects of the financial and economic crisis and that it is capable of making the implementation of e-governance projects a reality in African. However, the paper also reveals that despite its viability as an alternative measure to financing e-governance projects in Africa just as obtainable in other climes, it is imperative to address some latent limitations of PPP in order to seamlessly enhance its implementation in e-governance projects in Africa. Contribution/ Originality
The paper is one of the few studies that investigated how public-private partnership was used to finance e-governance projects in some selected African countries. Economics » International Journal of Public Policy and Administration Research » Month: 06-2018 Issue: 2

It was established that if at the end of the experiment the BA parameters of the females CG weren’t a significantly different from the average data (p>0.05), then there was a statistically significant decrease in the BA parameters of the females EG. This was confirmed by statistical probability (p<0.01), which suggests the dependence of biological age parameters on the extent of weekly physical activity. Contribution/ Originality
The shortfall in grapevine planting materials urged the researchers to enhance rapid propagation techniques with successfully storing the propagation materials such as rootstock and scion canes. The present study was conducted to assess the effects of different storage conditions (cold storage room at 1 °C plus 80-90% relative humidity and sand medium in open area) on rooting and shooting performance of cuttings of seven grapevine cultivars. For assessments, a hydroponic culture system was established in which the cuttings were rooted. Investigations on the cuttings prepared from the canes sampled at 6th, 7th and 8th months of the storage times showed that cold storage room significantly maintained the quality of canes with better callusing, rooting and shooting features. Storage at cold room can be recommended for long term storage, while dipping the canes in damp sand medium can be considered for a short time around a few months keeping of grapevine canes. Grapevine cultivars exhibited slight variation in response to both storage duration and storage conditions. Contribution/ Originality
This research is one of very few studies which have investigated the healthy and practical maintenance of propagation materials by comparing the scientific storage room and indigenous farming strategy conditions. Revisiting Electricity-Economic Growth Nexus in Sub-Sahara Africa: Perspectives from Nigeria and South Africa
Research Article
Author(s):
Journal: International Journal of Management and Sustainability
This study considered the effect of electricity consumption on Nigeria and South Africa's economic growth using Linear Autoregressive Distributed Lag (ARDL) Model. Aside from the size of the two economies and the strategic position they hold in Africa, Nigeria, unlike South Africa, in 2013 reformed its power sector to accommodate private participation for improved performance. In spite of this, the empirical results show that electricity consumption has no significant effect on Nigeria's economic growth both in the short and long-run. Contrarily, there was significant short-run electricity consumption effect on economic growth in South Africa. The effect persisted till the long-run though at an insignificant rate. The implication of the findings is that power sector reforms, especially in 2013, has not brought about the desired economic impact in Nigeria. As such, it is pertinent to revisit and correct the anomalies in the recent power sector privatization for economic growth. Evidently, electricity consumption engenders growth in South Africa, even with recent data, but more investment is required in the power sector to sustain long-run effect on the economy. Contribution/ Originality
This study contributes to the existing literature by considering the short run and long-run effects, as against the causal link, of electricity-economic growth nexus. Also, extending data to recent period is apt, as this has an implication for capturing possible dynamics from the changing structure of the economies. Climate Change, Cattle-Rearing and Creation of Ranches to Protect the Environment in Southwest, Nigeria
This paper investigates the environmental destructions caused by cattle-grazing in Southwest, Nigeria, challenges associated with herding activities and measures to protect the environment from further destruction. For a qualitative analysis, 10 focus group discussions consisting of 6–10 participants and 4 in-depth interviews were conducted with selected farmers, Fulani herdsmen, and traditional rulers. Data collected were analyzed using content analysis. Respondents reported environmental destruction caused by the cattle-grazing activities of the Fulani herdsmen in the Southwest Nigeria, these range from destruction of crops due to the invasion of farmlands by cattle, destruction of green vegetation, destruction of young seedlings and water pollution. They also identified the challenges associated with the cattle-grazing activities of the herdsmen as lack of trust among the ethnic groups/ethnic stereotyping; suspicion; overgrazing on fallow lands; kidnapping/killing. Finally, the participants made the following suggestions on measures to protect the environment: the creation of cattle ranches; provision of hays/foray for cows' consumption; enlightenment on the danger of open grazing and the advantage of cattle ranches. The paper concludes by highlighting some policy options, the Federal Government of Nigeria (FGN) should sensitize Nigerians on the need for creation of cattle ranches in some parts of the country; the Fulani herders should be educated on how to rear cows without infringing on the right of others; FGN should encourage the provision of hays/foray for cows' consumption and the herdsmen should be compelled to buy this for their cows; and government at all level should enact anti open-grazing law. Contribution/ Originality
This study is one of the very few studies which have investigated the environmental challenges associated with activities of herdsmen in Southwest Nigeria. The paper contributes the first logical analysis that herding activities pose a great danger to agricultural activities, hence, the creation of ranches is necessary. Journal: International Journal of Business, Economics and Management
This study used scenario analysis to estimate the economic impact of the expenditures of anglers who participated in offshore fishing tournaments in Ocean City, Maryland. The primary purposes of this study were to evaluate impacts on the adjacent areas, to identify potential uses for economic impact information, and to provide justification for investment and support of programs related to the needs of coastal communities and issues related to marine recreational fisheries management. To accomplish this study, the IMPLAN modeling system was employed to calculate the economic impact of offshore fishing tournaments on local and regional economies. Preliminary results using scenario analysis suggested the total economic impact of offshore fishing tournaments in Ocean City could be nearly $2.2 million for Wicomico and Worchester counties. To get this estimate, three different scenarios were considered based on potential expenditure estimate of what each tournament party would spend on lodging, fuel, food, fishing and miscellaneous costs. Using IMPLAN, impact metric categories could be generated including general labor income, job opportunities - employment, and value added. This paper provides the extent to which fishery managers, municipalities, business and private sector stakeholders could benefit from local marine recreational fishing tournaments, and potentially justify investment in infrastructure which supports marine recreational fishing. This paper explores six hypotheses/theories on Lake Chad’s degradation: i) natural climate variation; ii) anthropogenic climate change compounded the effects of the Sahel drought; iii) unregulated exploitation of Lake Chad’s hydrologic system overdrew the regenerative potential of the lake system; iv) high rates of deforestation in the tropical rain forest belt of West-Central Africa shifted the rain belt Southwards; v) pressure from rapidly expanding human and livestock populations exceeded the carrying potential of the Lake Chad ecosystem; and vi) anthropogenic aerosol emissions in the northern hemisphere shifted the tropical rain-belt southwards. The evidence shows that there is no single-cause explanation for Lake Chad’s degradation; rather the influence of global warming and climate change compounded those from pre-existing drought conditions and non-climate factors e.g unregulated exploitation of Lake Chad’s hydrologic system to degrade the lake. Contribution/ Originality
The paper contributes to the existing literature by exploring six hypotheses/theories to show that the influence of global warming and climate change on ecosystems can be compounded by non-climate variables. The degradation of Lake Chad illustrates vividly the interaction between the climate factors and non-factors in eco-system degradation. Effect of Institutional Factors on Foreign Direct Investment in Nigeria
The study investigates the effect of economic, political and social institutions on FDI in Nigeria between 1980 and 2015. The Stock-Watson Dynamic Least Squares (DOLS) is relied upon for analyzing the data extracted from the World Bank WDI. The KPSS stationarity results indicate that all the variables were mixed integrated with FDI and political integration being levels stationary while economic and social factors were first difference stationary. The Johansen cointegration test finds evidence of two cointegrating equations in the model, indicating that long run relationship exists among the variables. The estimated cointegrating regression model showed that economic and social integrations were highly significant in explaining changes in FDI. Political institution factors, on the other hand, have an insignificant positive relationship with FDI. The Wald test showed evidence to support that the coefficients of the regressors were significantly different from zero. The result of the Granger causality test reveals that political and social institution has high predictive power for FDI flows to the Nigerian economy. Based on the findings, this study recommends that Nigeria should adopt a gradual reduction in all economic, political and social constraint to FDI inflows to optimize the benefits of foreign direct investment in Nigeria. Contribution/ Originality
This paper is one of very few studies which have investigated the role of institutional quality in mobilizing FDI in capital deficient economies. Its measure of institutional quality from social, economic and political dimensions is noteworthy which add significantly to the existing literature. Importance of Anger Management in Pre-School Childhood
Research Article
Author(s):
Journal: International Journal of Education and Practice
Anger, although it is a natural emotion, when it cannot be managed, individuals experience extremely serious problems; at an extreme, they might even engage in criminal behaviors. The behaviours of people have some physical, hormonal, environmental, psychological and social causes that have positive or negative effects on anger. In this respect, it is crucial to understand the reasons for anger in preschools, which are an essential period in the formation of personality. The perfect behaviors of mothers, fathers, caretakers and other members of the family as well as the model behaviors of teachers and school administrators all can have an impact on the child. People dealing with an obstinate child or one throwing a temper tantrum may also become angry. In such cases, adults have an obligation to manage their anger as well as to help the child control his/her anger. The training received and the model samples encountered in the preschool period are significant determinants of the anger behaviors displayed in adulthood. When the fact is considered that there are teenagers or young adults who face serious problems due to instant loss of their tempers and even commit murders, the necessity of anger management training and proper model behaviors in the preschool period becomes more essential. Contribution/ Originality
Violent behavior in society is the result of uncontrollable anger. Although there are many reasons for uncontrollable anger behaviors, it is also something can be learned. In the pre-school period, where the learning potential is highest. Therefore, this article, however, will contribute to studies on anger management in the pre-school period.
