Evaluation of the Current Procurement Planning Process in a District Municipality

Abstract
Procurement planning represents an important tool within municipal budget activities. Without an effective procurement planning process, municipalities often experience huge challenges towards determining what to buy, when, where and how. South African municipalities often experience procurement planning related challenges with the blame leveled against a procurement planning process. The purpose of this study is to explore a district municipality’s current procurement planning process following indications that the municipality was experiencing serious procurement planning challenges. The population for the study consisted of all employees who work in the municipality from which 10 participants were purposively selected for the sample. The study findings revealed that the municipality does make efforts to draw procurement plans which are not formally implemented. Failure to formally implement the procurement plans can lead to non-compliance, and unauthorised, irregular, wasteful expenditure. A similar study in other district municipalities is recommended, and further, there is need to conduct a repeat of the same study after five years to assess improvements or deteriorations of the procurement planning process.

An Econometric Planning Model of Urban Forestry as a Measure of Sustainability: A Matrix of Action and Change

Abstract
The urban forest holds several important positions within the built and unbuilt environments. Those positions include economic, health, sustainability, quality of life measures, and overall protection of the environment, including air, water, and soil. The points are highlighted by Wolf (2005;2007); McPherson (2005) and Rowntree and Nowak (1991). This research references the four socio-economic sectors; the public or government sector, for profit or market sector, philanthropic or nonprofit sector, and the household or private sector (Biggs and Helms, 2007). The common purposes and role of each sector with respect to the urban tree cover takes on importance as they interrelate with concerns for public health, economic viability, tree coverage, tree placement, ecological relationships, and public policy. Harris County and its 52 heterogeneous sub-governmental units serve as the study area and the base for the administration of a random internet-based survey. Additionally, the research used urban tree canopy data to relate socio-economics, household preferences, sustainability measures, and overall environmental consciousness to gauge the sectors’ connection to the urban forest. The research used multiple correlation analysis and regression modeling with secondary data. The research incorporated the results of the primary data collected, employed hierarchal linear modeling to address the perceived problem of a lack of concern for the urban forest and sustainability in respect to sectoral frame of reference in answering the survey questions. The element of willingness and receptivity serves as independent variables and overall environmental sustainability. The results can help policy makers promote sustainable initiatives that enhance the urban forest and protect the overall natural environment for the benefit of all, now and in the future.
Contribution/ Originality
This study is one of very few studies that examined the urban forest resource as a critical element of our overall ecosystem with values and benefits that far outweigh the cost of maintainance and or expansion. The study also demonstrated that awareness and knowledge precipitates action. How we act though, may require clarity of understanding of the various roles of all the sectors and how each sector, may or may not, take, or be willing to take responsibility for our urban tree canopy’s future. There is a need for a balance within the ecosystem in order to enhance as well as retain our natural heritage of our homes, communities, and regions, by protection of the urban forest, both its resources and benefits. The public in general may not perceive the urban forest as an economic good, but often as an abstraction and not accounted as real property.

A Tobit Analysis of Propensity to Discontinue Adoption of Yam Minisett Technology among Farmers in Anambra State, Nigeria

Abstract
This study analyzed farmers’ propensity to discontinue adoption of yam minisett technology in Anambra State, Nigeria. Data were collected in 2015 with validated questionnaire from 134 proportionately and randomly selected yam farmers. Data collected were analyzed using the Tobit model. Results of the estimation showed that significant variables leading to discontinuance of adopted yam minisett technology were extension visit, participation in extension related workshops, feedback provision, input availability, and  perception of yield.  Foremost among these factors were extension visits and participated in extension related workshops which therefore should be sustained after farmers have adopted a technology.
Contribution/ Originality
This study is one of very few studies which have investigated propensity to discontinue adoption of yam minisett technology among farmers, using Tobit analysis. The paper’s primary contribution is finding that determinants of discontinuance of adopted yam minisett technology were extension, participation in workshops, feedback, input availability and yield perception.

Traveling Wave Solutions for the Nonlinear Fractional Sharma-Tasso-Olever Equation

Abstract
In this paper, the generalized exp(-Φ(ξ))-expansion method along with the Jumarie’s modified Riemann-Liouville derivatives is proposed to solve the nonlinear fractional Sharma-Tasso-Olever (STO) equation. Consequently, the exact solutions are obtained in terms of the trigonometric, exponential, hyperbolic, and rational functions, which confirm the proposed technique is very effectual and easily applicable.
Contribution/ Originality
This study contributes in the existing literature on the use of the exp(-Φ(ξ))-expansion method. The method is applied to find the exact solutions to the fractional STO equation for the first time. Consequently, we get some new forms of exact solutions.

Technological Innovation in Central and Eastern Europe: What’s the Contribution of Innovation Policy?

Abstract
If European Union member states are technologically lagging behind other member countries, especially Eastern European countries, it is important to analyze whether or not public policies contribute to the reduction of this gap. In this respect, our study examines the effect of public innovation policy on technological innovation in Central and Eastern European countries. The estimation of panel data model for 10 countries over the 1998-2013 period show that innovation policy in these countries is not efficient.
Contribution/ Originality
This study contributes in the existing literature by showing in another manner the inefficiency of innovation policy in Central and Eastern European countries. It assesses public efforts by considering two periods: before policy implementation and after policy implementation.

Efficiency Measurement of R&D Spending in Emerging Countries

Abstract
This paper aims to measure efficiency of R&D spending in ten emerging countries. We estimate two stochastic frontier models where human and physical resources of R&D are the inputs employed to produce an output: patents in the first model and scientific publications in the second model. Empirical evidence shows that scores are higher for publication oriented efficiency than patent oriented efficiency. Moreover, our findings suggest that innovative countries, those with high R&D intensity, are not necessarily efficient in the use of their resources and vice versa.

Nano Formulations of Natural Compounds for Enhanced Delivery

Abstract
Natural products were always the key elements in ancient history that are promising to treat various diseases including cancer and prevent any health disorders. They have seen a breakthrough since they were used in cancer chemotherapy and prevention with selective phytochemicals. Fruits and vegetables contain nutrient constituents that are bioactive in disease states. Extensive in vitro and in vivo research data is available to prove their efficacy. While few compounds have successfully transitioned to the clinical trials, few of them are still facing problems due to their poor bioavailability and lack of targeting. The lack of efficacy in human studies can be attributed to the complexity of the biological system and complexity of food. In recent years, identification of molecular targets made it necessary to develop efficient formulations for delivery. Nano formulations such emulsions, nanoparticles and nano vesicles are few of the advancements that showed promising faith in natural product chemotherapy. This paper reviews few of the techniques employed for natural compound delivery which can be applied to various compounds.

Reducing Surgical Site Infection by Placing Subcutaneous Drain in the Obese Patients

Abstract
In this study the effect of placing subcutaneous drain in the incision site of obese patients undergoing bariatric surgery, on the rate of incision site infection was evaluated. 200 obese patients of both sexes included in the study on the basis of the inclusion and exclusion criteria. They were divided into two groups on the basis of their accessibility. For patients belonging to group II (study cases), subcutaneous drain was placed at the incision site. Follow up of the patients shows subcutaneous drain placed at the incision site reduces the rate  of  infection up to 2% which is significantly lower than the infection rate among patients for whom drain was not placed (P<.05). In spite of emphasis to use sutures, drains and foreign bodies only with adequate indications to avoid surgical site infection and based on the merits of employing drain in evacuating the collected material to prevent infection, we recommend the use of subcutaneous drains in obese patients as incision infection may lead to longer hospitalization or readmission. As higher treatment expenditures and higher mortality rate are the consequences of infection, every effort to reduce the consequences rates following bariatric surgery in obese patients is valuable and advisable.

Identification of Soybean Genotypes (Glycine Max (L.) Merrill) Through Genetic Variability Analysis

Abstract
The physiomorphological divergence was assessed in twenty eight soybean genotypes by using principal component analysis, cluster mean analysis and mean analysis to recognize parental genotypes for potential breeding plan in order to build up new high compliant varieties for the period of rabi season, 2011 at Sher-e-Bangla Agricultural University, Bangladesh in RCB design with three replications. The results of analysis revealed that all the characters like days to first flowering, days to 50% flowering, days of maturity, plant height (cm), branches number per plant, number of pods per plant, pod length (cm), number of seeds per pod, seeds per plant, hundred seed weight (g) and seed yield per plant (g) were significantly pretentious due to diverse soybean genotypes. The maximum intra cluster distance was establish in cluster V and while cluster IV showed lowest intra-cluster distance values which revealed homogenous nature of the genotype within the cluster. The uppermost inter cluster distance was watch involving cluster II and IV followed by II and V. The first flowering days ranged from 51.67 to 76.33, 50% flowering from 55.33 to 79.00, maturity days from 105.33 to 132.00, plant tallness from 21.90 to 79.87 cm, branches per plant from 1.80 to 5.87, pods per plant from 24.62 to 59.57, pod length from 2.53 to 4.19 cm, seeds per pod from 2.37 to 2.66, seeds per plant 60.70 to 158.37, hundred seed weight from 6.27 to 16.57 g and per plant seed yield ranges from 5.73 to 17.40 g. The genotypes F-85-11347, MTD-451, CHINA-1, PI-4174-75 and YESOY-4 remained the best among twenty eight genotypes studied in terms of studied traits. It was recommended that these advanced lines may be focused and involved in future breeding program for the development of new high acquiescent soybean variety.

The paper`s primary contribution is finding that to evaluation of soybean (Glycine max (L.) Merrill) genotypes for morphological, growth and yield associated characters through multivariate analysis. So as to it provides substantial information and addresses the issues of best adaptable genotypes for soybean breeders.

Pollution Tax Under Imperfect Competition and Air Transport in a Domestic Economy

Abstract
This paper empirically demonstrates the possibility of setting up an optimal pollution tax under imperfect markets and international trade in a domestic economy. The model illustrates a situation of partial equilibrium characterized by imperfect competition among domestic producers, where the domestic good is used as an alternative for an imported polluting commodity. In this paper, we bring in the possibility that the domestic firms can introduce innovative ideas through investment in R&D. The result shows that the optimal pollution tax under domestic economic distortions is a function of a ‘domestic production effect’ and a ‘pollution effect’. The paper concludes that when the firms execute R&D expenditures, the optimal policy adds an ‘innovative effect’, which captures the change in welfare coming from a reduction in total costs and this lead our results to a win-win situation.

The paper contributes in the existing literature by illustrating the case of partial equilibrium characterized by imperfect market among domestic producers. It introduces innovative ideas through   the incorporation of investment in research and development. The paper concludes that under a win – win situation optimal environmental policy represent a policy tax.

A Common Operational Picture in Support of Situational Awareness for Efficient Emergency Response Operations

Abstract
Efficient emergency response needs a multi-disciplinary approach which in turn calls for a high level of collaboration and coordination among the involved safety agencies. Furthermore, in order to cope with the complexity, uncertainty and dynamic nature of an emergency, flexible information and communication systems are required. Based on experiences from the military domain, strategic concepts which can improve information sharing and collaboration can be derived and adapted towards enhancing emergency response information systems and operational effectiveness. This study purports to review the state of the art in this field providing recommendations for emergency response policy makers, professionals and researchers.

Development Problems of Information Provision on the Management of High Technology Park

Abstract
The paper investigates transition to innovation-based information economy in Azerbaijan. The features of new economy are analyzed and the roles of high technology parks are shown. The main objectives, functions and features of the establishment of high technology parks, as well as organization of the activity of the structural elements, which are the parking complex and their interactions are analyzed. The development of comprehensive management system at high technology parks is studied. In addition, the methods are proposed for the development of information systems supporting decision making in systematic and sustainable management of the parks. Various blocks, functions and structural elements included in the information provision systems of high technology parks are analyzed.

Harvesting Date Influences Cassava (Manihot Esculenta Crantz) Yield and Quality of Based-Products

Abstract
In order to evaluate cassava roots yield of two varieties at three harvesting dates and assess the effect of harvesting date on physico-chemical composition of roots and quality of gari and baton de manioc, a study was done.  Cassava roots of a popular variety (local white) and the improved variety 8034 were harvested in small holder farmers’ fields in the mono-modal humid forest zone and the bimodal humid forest zone of Cameroon. At harvest, the yield was evaluated, the physico-chemical composition of roots evaluated and a sensory test carried out on gari and baton de manioc after processing. Results showed that harvesting date has an effect on the cassava roots yield, for both local white and variety 8034. Cassava yield varied according to agro-ecological zones, with higher yield in the mono-modal humid forest zone than the bimodal humid forest zone. The nutrient content in cassava root varied with the variety and age of roots. There was an increase with the age of roots for K, P and dry matter content for the variety 8034. With the local white variety, there was an increase in total N and dry matter content. In contrary, there was a gradual decrease of percentage Mg, K, Na with the age of cassava roots for the variety 8034.Baton de manioc obtained from variety 8034 at 10-12 months and gari obtained from same variety were scored the highest global quality.

This study is one of very few studies which have investigated the right harvesting time and the best cassava variety to be used to obtain good cassava based-products.

Molecular Studies on E.Coli Isolate from Milk of Mastatic Cattle with Special Reference to Associated Biochemical Changes in Kaliobea Governorate

Abstract
This investigation was performed in Teaching hospital and farm of Benha university in Moshtohor the number of cows in this farm 80 dairy cows that 40 of them had clinical signs of mastitis (inflammation in teats, pain in milking and milk decrease in amount and quality) .When examine these cows to identify the disease which cause these signs . California Mastitis Test (CMT) was performed to determine positive milk samples in the Mastitic targeted   cows. 20 samples of early lactation stage cows out of 40 samples recovered from CMT- positive milk samples. Biochemical and PCR tests were performed to isolates E. Coli from positive milk samples (CMT)  and determined three virulance genes,  eae gene ,SXT1 and SXT2 . The significance of Escherichia coli-induced mastitis and biochemical changes associated to it in cows, due to the presence of virulence genes and wide range resistance to 20 antimicrobials, is concluded.  E.coli cause biochemical changes in mastatic cow as (liver enzymes AST,GPT,TP, ant. oxidative enzymes as CAT, SOD,GST, LD and kidney function as urea and creatinine .E.coli has effect on inflammatory response  in immunity system of mastitic  cow by increase IL6,TNF and CRP.

This study uses new estimation methodology to virulent toxins of E.Coli by PCR and effects on biochemical changes.

A Rare Clinical Presentation of Lipoma- Palmar Lipomatosis

Abstract
Introduction- Lipoma is the most common and most widely distributed tumor seen in the body. The most common clinical presentation is a gradually increasing, soft and non-tender mass. These tumours are very rare in hands and if they are present then they are of small size and usually one in number. Herewith we are presenting a case of Palmar Lipomatosis which had a large tumour and 4 small size tumour in same palm. Case report- Herewith we are reporting a case of a 40 years old female, presented with the complaints of multiple swellings in the right palm. She first noticed a small swelling on the thenar aspect of palm about 1½ years back; which was slowly, progressively increasing in size since then. Meanwhile patient also noticed some other swellings in the same palm. Incisions were given over thenar, hypothenar and at the bases of finger. All the tumors were removed en-masse. Biopsy report was fibrolipoma. Conclusion- Palmar lipoma is very rare tumour. Palm has very limited space for these tumours to grow but still these tumours can be found in palm. Very limited case reports about the lipoma of hand are present in literature. Here we presented a rare case of palmer lipomatosis which has multiple lipomatous swellings in same plam. They were removed successfully without any residual deformity.

Period Monotonicity for Weight-Homogeneous Differential Systems

Abstract
In this article, integrability, center, and monotonicity of associated period function for  -quasi-homogeneous vector fields are investigated. We are concerned with family of vector field given by sum, finite or infinite number of quasi-homogeneous polynomials not necessarily to be sharing the same weights. The investigation is done by utilizing method of computing focal values. As an application of the result, a particular family of (p, q)-quasi-homogeneous vector field is studied to find conditions for center, monotonicity and consequently an explicit form for the associated period function.

The Impact of Al-Yarmouk University on the Commercial Uses Types (Retail Activities) of Shafeeq Irshedat Street (University Street in Irbid City- Jordan)

Abstract
The distribution of commercial land uses in the city has a highly importance, also the type of these commercial uses, how, where and why they concentrated in a specific areas with various patterns is an important subject. This study aims to analyze the ground floor commercial uses types and retail activities which take place in Shafeeq Irshedat street, one of the most popular streets in Irbid city called also the University Street , regarding to the existence of Al-Yarmouk University on the east side of the street, and to show if there is a relationship and an impact of Al-Yarmouk University on these retail types , in another word if there is a concentration of activities which relate and serve especially the student’s needs. The findings of the study showed that there are various retail types, with highly percentage of 17% for uses related to student’s services including (educational centers, cultural centers, language centers, bookshops, 24-hour copying and printing services etc...), however other uses like computer shops, restaurants and cafes were serving also mainly the students category. It was concluded that Al-Yarmouk University impacts the retail activity in University Street causing student’s related activities in common to be found in the street with 59%. Therefore, many recommendations were mentioned at the end of the research.

This study contributes in the existing literature of internal structure of Irbid city, with special concentration on The Impact of Al-Yarmouk University Retail activities of Shafeeq Irshedat Street. This study uses new estimation methodology depending on Comprehensive surveying to the Retail types  in this street,(17% related to student’s services).

The Influence of Personality Traits on Entrepreneurial Intention

Abstract
Within the context of research on person-to-organization fit, it is suggested that the better the match between individuals’ attitudes, values, knowledge, skills, abilities and personality with the organization, the higher the individual and organizational outcomes will be. In this perspective, this research assesses that as the match between an entrepreneur’s personal characteristics and the requirements of being an entrepreneur gets better, the enterprise is thought to be more successful. Especially to the extent that the entrepreneurs are better off on a number of distinct dimensions of individual differences (i.e. self-efficacy, ability to recognize opportunities, personal perseverance, human and social capital, social skills and innovativeness), person-entrepreneur fit will be better and consequently the success rate will be higher. From this point of view, this study tries to find out how personality traits affect entrepreneurial intentions. This framework offers potentially valuable new ways of assisting entrepreneurs in their efforts to exploit opportunities through establishing new ventures. The results indicate that self-efficacy, ability to detect an opportunity, personal perseverance, human capital, social capital and social skills positively affect entrepreneurial intentions.

Promoting Climate Change Adaptation Measures for Improving Productivity among Smallholder Farmers in Taraba State, Nigeria

Abstract
The study assessed promoting climate change adaptation measures for improving productivity among smallholder farmers in Taraba State, Nigeria. Interview schedule/questionnaire was used to collect data from a sample of ninety (90) respondents used for the study. Data were analyzed using factor analysis. Findings indicate that major effects of climate change among smallholder farmers were named based on the items loading for factors 1, 2 and 3 as food security, poor quality of produce and soil conservation effects, respectively. Factor analysis of variables with regards to climate change adaptation measures practiced by smallholder farmers based on the item loadings were named factors 1, 2 and 3 (agronomic practices, farm inputs and production measures, respectively). Variables which loaded high under agronomic practices include practicing of mulching (0.776), planting early maturing varieties of crops (0.643), early harvesting of matured crops (0.604) and adjustment of planting dates (0.542). Loadings under farm inputs were planting of cover crops to reduce loss of water from the soil (0.794), use of organic manure (0.794), practicing bush fallowing to increase soil fertility (0.743) and planting of improved varieties of crops (0.630). Production measures comprised value addition of farm produce (0.647), use of high yielding varieties of crops (0.630), practicing mixed cropping to guard against crop failure (0.577), practicing zero tillage (0.472) and erection of dams for storing water (0.464). Constraints to climate change adaptation measures among smallholder farmers were grouped into infrastructural, labour and fund-related problems. Efforts are highly needed in cushioning the effects of climate change by the stakeholders such as the government at all levels, extension agencies, research institutions, metrological institutes, disaster management agencies, higher institutions, local farmers and others by giving out first hand information on weather forecast so as to know the right and best time to plant and harvest crops. It also highlights the need for provision of adequate infrastructure to enhance easy adaptation to climate change as well as increasing productivity.
Contribution/ Originality
This study is one of very few studies that established adaptation measures practiced by smallholder farmers to include mulching, planting early maturing varieties of crops, early harvesting of matured crops, etc. Efforts are needed by the stakeholders such as government at all levels to cushion the effects of climate change.
