Review of Computer Engineering Research (RCER) is an international, peer-reviewed journal
dedicated to publishing high-quality original research articles and critical
reviews in the interdisciplinary domains of Computer Engineering, Electrical
and Electronic Engineering, and Computer Science. The journal serves
as a scholarly platform for the dissemination of cutting-edge innovations,
theoretical insights, and applied research that advance the frontiers of
computing technologies and intelligent electronic systems.
RCER’s core objective is to promote the global exchange of ideas and
knowledge among researchers, engineers, academicians, and industry
practitioners at the forefront of computational and electronic advancements.
The journal actively seeks contributions that deepen the understanding and
development of computing infrastructures, embedded platforms, intelligent
systems, and next-generation hardware-software architectures.
RCER emphasizes both foundational theories and real-world engineering
applications. It encourages interdisciplinary submissions that illustrate the
convergence of hardware, software, and emerging intelligent technologies across
a broad range of engineering and computational domains.
Scope of the
Journal
RCER
welcomes significant research contributions across the following thematic
areas:
Computer
Engineering
Electrical and
Electronic Engineering
Computer Science:

RCER welcomes contributions that demonstrate research excellence and
address emerging challenges across the engineering and computing landscapes.
The journal aspires to play a transformative role in shaping the future of
intelligent technologies and digital ecosystems.
Submission
Acknowledgement
Upon successful
manuscript submission via the online system, authors will automatically receive
an acknowledgment email. For submissions via email, the editorial office will
send a confirmation message to the corresponding author within one to three
working days.
Initial Screening
Each submitted manuscript undergoes a preliminary review by the Editor
or Editorial Manager to assess alignment with the journal’s aims and scope. A plagiarism
check using CrossCheck powered by iThenticate is conducted at
this stage. Manuscripts that fall outside the scope or exhibit plagiarism or
self-plagiarism are rejected without external peer review.
Peer Review Process
RCER employs a double-blind peer review system, ensuring the anonymity
of both authors and reviewers. Manuscripts are evaluated by three experts—typically
two external reviewers and one editorial board member. The peer review process
generally takes 3 to 5 weeks, and the editorial decision is communicated to the
all author via email.
